Issued on: 29.06.2026 Press release 95/2026 “Letter of Intent” for new security alliance with Neunkirchen State Secretary Torsten Lang, District Administrator Sören Meng, and Mayor Jörg Aumann signed the document on-site in Neunkirchen, which forms the basis for establishing a joint “Center for Security” in the city center. The goal is to organizationally and spatially bring together the police, regulatory authorities, and other security-relevant actors more closely. Following positive decisions by the district and city councils, the “Letter of Intent” has now created the political foundation for further project development. The examination of suitable spatial options as well as organizational and contractual details will take place in the next steps. The planned security center is intended to house, among others, the Neunkirchen Police Inspectorate, the regulatory office of the district town, parts of the district administration (especially the district police authority), and prospectively also the House of Youth Justice with the youth court assistance under one roof. The spatial proximity shortens information paths, enables faster coordination in operational situations, and allows more efficient implementation of joint measures. In addition, preventive measures and cooperation with youth welfare and other partners will be expanded, and existing networks in administration, politics, and civil society will be strengthened. Furthermore, the presence of police and regulatory authorities in the city center will increase. State Secretary Torsten Lang: “Security is a fundamental human need. The state, district, and district town want to jointly strengthen the security architecture in Neunkirchen. Therefore, we are focusing on more presence, more cooperation, and a modern security structure with short distances and coordinated action.” The State Secretary added that various measures have already been taken in the past to achieve this. These include, for example, the security partnership completed in 2017, the joint patrolling of the city center by the police and local police or municipal regulatory service, the installation of improved lighting in the city center for which the state has provided funding, as well as the successful establishment of the weapons ban zone. “We are already on a good path but can further improve the situation. Our Letter of Intent to establish a joint security center is the next step and at the same time an important signal to the citizens of Neunkirchen: we take security concerns seriously and act together and decisively. In the future, the planned security alliance in Neunkirchen could also serve as a model for similar agreements with other municipalities.” District Administrator Sören Meng: “Security is one of the most important issues for people. Therefore, we welcome the consideration of bundling police, regulatory authorities, and other security-relevant institutions at a common location in Neunkirchen’s city center. Such concentration creates short distances, strengthens cooperation among authorities, and can noticeably improve the security feeling of the citizens. Security must be visible and present.” “It is clear: if we can strengthen security and order and further improve cooperation among authorities, we should seriously consider this opportunity,” Meng added. Mayor Jörg Aumann: “The signing of the LoI is a milestone for our city. We are laying the foundation for a security center and stronger police presence in the city center. This is a long-standing wish of the city council and myself. By spatially combining, we improve and facilitate the cooperation of the enforcement police, local police, and district police.” Background Neunkirchen, as the second-largest city in Saarland, is a significant regional center with special security policy challenges.
