From now on, all building applications can be submitted digitally

UBAs from the Regional Association and State Capital Complete the Offer

Since today, citizens can submit all types of building applications digitally via an online portal to the two Lower Building Supervisory Authorities of the Regional Association and the State Capital. Since the end of March, this has already been possible for preliminary building inquiries and building applications under the simplified procedure. Now this also applies to regular procedures, which include larger apartment buildings or special buildings such as schools and daycare centers. This means that all procedures are now fully digitized – from application submission through the involvement of various authorities to the decision.

Although applications can still be submitted in paper form, the volunteer deputy of the regional association, Norbert Degen, encourages all builders, planners, and companies to make increased use of digital options: “Since the starting signal in April, 28 building applications have been submitted digitally. In most cases, these involved extensions or additions to existing houses, but also the construction of new houses and commercial buildings. The offer is well received, but it still needs to become more established. Because currently, only one in five building applications is submitted digitally.”

Tobias Raab, Saarbrücken’s department head for economics, social affairs and digitalization: “Those who build in Saarbrücken should have it as easy as possible from the start. This already begins with the building application. That is why we have expanded our online service in this area. As a result, citizens can now submit all types of building applications to the UBA digitally, faster and more conveniently. Another important step towards digitalization.”

The digital offering is completed by the online construction file: citizens can access the current processing status of their building application online at any time. A traffic light system provides information about which steps are still pending or which statements from other authorities have already been received. This creates transparency for all parties involved and eliminates the need for visits to authorities.

The building application can be submitted at www.regionalverband.de/bauantrag or www.saarbruecken.de/bauakte.

Background:

As early as 2018, an inter-municipal working group set out to create the conditions for the digital building application in the areas of IT and workflows. The Regional Association, together with the state capital and the medium-sized city of Völklingen, pioneered this effort. The first step was the activation of the online building file in April 2019. For the digital building application, the legal prerequisite had to be established in the State Building Code (LBO). The revised LBO came into force on March 17, 2022. The two UBAs of the Regional Association and the state capital then introduced the digital application for simplified procedures according to § 64 LBO and preliminary decisions according to § 76 LBO. Now, normal procedures according to § 65 LBO can also be submitted digitally.
