On Wednesday, June 11, 2026, the 21st session of the municipal council took place in the Q.lisse.
The agenda included six items, ranging from the future of the large-scale nature conservation project LIK.Nord, the construction of a new fire station, flood prevention, a new consumer market in Fischbach-Camphausen, to joining the Dementia Network. The session concluded with a motion from the Free Voters regarding the dog tax ordinance.
Under agenda item 2, the council dealt with the future of the Zweckverband LIK.Nord – the major nature conservation project "Landscape of Industrial Culture North," in which the municipality of Quierschied has been involved since its founding in 2014. The funding program from the federal and state governments expired on October 31, 2025, and the member municipalities will have to bear the resulting costs themselves in the future. Since there are hardly any maintenance areas of the Zweckverband within the boundaries of Quierschied, the question arose as to in what form further participation would be sensible and justifiable. The managing director/project leader of the Zweckverband, Ulli Heintz, presented the situation to the council members and introduced two options for how the municipality of Quierschied could remain part of the project. The third option would be withdrawal from the Zweckverband: on the one hand, the previous apportionment key, which costs the municipality around 13,000 euros annually, could be maintained or, on the other hand, a cap on the contribution for municipalities without their own areas (set at 5,000 euros for Quierschied). The financial consequences of a withdrawal could not be quantified. The council unanimously decided on option 2 – that is, capping the apportionment contribution – and simultaneously instructed the administration to examine the possibility of a withdrawal from the Zweckverband in 2030.
Under item 3 of the agenda, the council took note of the current planning status for the new fire station. Following the conclusion of the sixth planning workshop, a coordinated project plan is now available, which was thoroughly explained during the meeting by the commissioned architects Mr. Hepp and Mr. Decker from the planning offices Hepp + Zenner as well as Schaus/Decker. Since the size and location of the new building require the demolition of workshop and storage halls as well as the social building of the municipal operations yard, the corresponding facilities for the operations yard will be integrated into the new building – which entails adjustments to the originally estimated costs. If everything continues to proceed according to plan, the fire station could be completed in 2029, according to the architects. The council unanimously took note of the project planning and unanimously decided to proceed with the project as presented. On this occasion, the CDU and SPD factions expressly thanked the volunteer fire brigade of Quierschied for their dedicated and constructive cooperation on this project.
Under agenda item 4, Mr. Rupp and Mr. Kirsch from the contracted engineering firms CAD Infrastruktur and ingGIS presented the completed flood and heavy rain prevention concept (HSVK) for the municipality of Quierschied. The concept, which is funded 90 percent by the Saarland Ministry of the Environment, was developed with the participation of the volunteer fire department, the local representatives, and the citizens. It identifies vulnerabilities within the municipality and derives specific protective measures from them. The concept also serves as the basis for applying for funding of up to 90 percent for the implementation of individual measures. The council unanimously acknowledged the concept with approval and thus also agreed to its public presentation. All interested parties are warmly invited to the final event on Tuesday, June 30, 2026, from 6 p.m. at the Q.lisse.
Under agenda item 5, the council made an important decision for the supply in the Fischbach-Camphausen district: the adoption of a project-related development plan for a Netto market with a sales area of up to 800 square meters was unanimously approved by all council members present - including those from previously rather critical camps. Mayor Maurer previously commented on a report by the Saarbrücker Zeitung, which suggested that the former EDEKA building for sale opposite the gas station in Fischbach-Camphausen could be used as an alternative location for the planned Netto market. “It could have been seen with a simple look at the sales advertisement that the building and the property itself are too small and therefore unsuitable. Nevertheless, the administration inquired once again with the investor – and unfortunately we were confirmed that this location is not an option,” said Mayor Maurer. The development plan for the Netto market will be drawn up in an accelerated procedure, as it concerns infill development within the inner area. The draft prepared by the planning office agstaUMWELT GmbH was approved and released for further procedures. It will now be publicly displayed so that suggestions from anyone can be submitted in writing.
Under agenda item 6, the council unanimously authorized Mayor Lutz Maurer to sign the charter of the "Dementia Network" in the Saarbrücken Regional Association. The network is an alliance of municipalities, institutions, associations, and committed individuals dedicated to ensuring the best possible care and social participation for people with dementia. Currently, around 8,400 people with dementia live in the Saarbrücken Regional Association – a number that is expected to nearly double by 2050. By signing, the municipality of Quierschied commits to the goals of the charter and contributes to the development of a "dementia-active Saarbrücken Regional Association."
Under agenda item Ö7, the council addressed a motion from the Free Voters Quierschied faction to amend the dog tax ordinance. The faction had submitted three proposals: tax reductions for rescue and medical service dogs as well as – in two further proposals – reliefs for hunting dogs. The administration explained that a complete tax exemption for therapy dogs is not necessary anyway, as these are generally not subject to tax since they are kept for professional purposes. The tax exemption for hunting dogs had been deliberately removed in the revision of the ordinance, because the private interest in hunting outweighs any public interest. The council rejected all three proposals of the motion by a large majority with four abstentions. Notably, of the four members of the Free Voters faction, only one was present that evening – who abstained from all three votes on the motion of their own faction.
Under announcements and inquiries, Mayor Maurer informed the council members, among other things, about the signing of the contracts for the new daycare center at the Medicus Health Center, the current developments in the Saarland Pact and fiber optic expansion, and pointed out the high-profile campaign "Municipalities at the Limit" on June 22.
