Strong support for every child: New special education school regulation strengthens individual educational paths
With a new special education school regulation, Saarland is setting the course for modern special educational support.
The new regulation approved today by the Council of Ministers strengthens the individual support of children and youth with special educational needs, creates more flexibility in the special school system, and improves transitions within an inclusive education system.
Minister of Education Christine Streichert-Clivot: "Every child has the right to the best possible education and the support they need for their individual path. Our special education schools make an indispensable contribution to this. With the new special education school regulation, we are creating modern and future-proof framework conditions that are aligned with the needs of children and young people. We strengthen individual support, improve educational and participation opportunities, and create more flexibility for successful educational pathways. This ensures that children and young people can develop their strengths, build confidence in their own abilities, and confidently follow their own path."
The regulation responds to the changing requirements in special educational support. The number of students at special schools has increased significantly in recent years. At the same time, complex and multidimensional support needs are on the rise.

The new special education regulation was preceded by a broad participation process. During the consultation, associations, school authorities, professional organizations, as well as parent, student, and staff representatives contributed their perspectives.
The new special education school ordinance will come into effect on August 1, 2026. Accompanying its introduction, schools and teachers will be supported with training and assistance programs during the implementation process.
