Saarland with five initiatives in the Bundesrat
On Friday, June 12th, the Saarland contributed five initiatives to the Bundesrat. The Bundesrat session included a total of 72 agenda items.
Introduction of a flexible price cap on fuels
Last but not least, the Bundesrat addressed a resolution on the introduction of a flexible price cap for fuels once again at the initiative of the Saarland, in order to protect consumers from excessive price increases at the pumps in view of ongoing uncertainties in the international energy markets. The federal government is called upon to create the legal conditions for a model based on Luxembourg's example, which enables state-imposed upper limits for fuel prices. The initiative was referred to the committees.
Initiative for the Protection of Clubs
At the request of Saarland, the Bundesrat dealt with an initiative to strengthen non-profit organizations. They are to be specifically protected from additional costs and unnecessary bureaucracy. The background is a ruling by the Federal Fiscal Court from 2025, according to which membership fees may, under certain circumstances, be considered as remuneration for services provided by the association and consequently become subject to value-added tax. The goal is a clear and practical tax regulation to promote voluntary work rather than create barriers to voluntary engagement.
Criticism of the implementation of municipal debt relief
Although it is recognized that the federal government fundamentally acknowledges the need for action regarding municipal finances, according to the Bundesrat. From the perspective of Saarland, the planned financial resources are by far not sufficient to effectively remedy the serious imbalance in municipal finances or to noticeably reduce the especially high legacy debt burdens. Of the planned 1 billion euros over the next four years, only 250 million will be distributed to the states whose municipalities are affected by legacy debts. The donor states will receive 400 million and the East German states 350 million as part of assistance with pension services. Saarland will receive approximately 10 million euros annually for four years.
Demand for the inclusion of mine gas in the Building Modernization Act
Furthermore, Saarland is calling for the inclusion of mine gas in the consultations on the Building Modernization Act. This is intended to legally equate the use of mine gas heat with renewable heat. Saarland sees this as an important contribution to economic efficiency, climate protection, and hazard prevention in former hard coal mining regions.
Initiative to Support Cinemas
In addition, Saarland advocated for a revival of the "Future Cinema Program" initiative. In recent years, the funding program has enabled especially small and medium-sized cinemas to make necessary investments in their infrastructure. After the complete expiration of federal funding in 2025, Saarland called for this decision to be reversed and for the proven instrument to be reinstated.
