Specifically, this means that municipalities will be reimbursed for rental losses amounting to the net rent when renting private housing. This also applies to any difference amounts in cases of non-cost-covering occupancy. This support offer, which was initiated in spring 2022 after the outbreak of the war events in Ukraine and was supposed to expire at the end of this year, is now extended until 31.12.2027. In addition, the 10-year guarantee still applies to apartments rented in connection with the refugee crisis of 2015/16. The reimbursement period for this program has also been extended until 31.12.2027.
Interior Minister Reinhold Jost: "The extension of rent loss compensation is an important signal to our municipalities, which continue to face significant challenges in accommodating refugees. We will not leave them alone in this. The Ministry of the Interior, Building and Sports stands reliably by their side by providing the necessary resources. Our goal is to ensure the accommodation of refugees in adequate housing and to tackle the current challenges together.”
The extension takes place against the backdrop of the ongoing noticeable effects of the Russian war of aggression in Ukraine and further migration movements. The demand for housing remains high, and the rent default regulation provides municipalities and private landlords with the assurance that all costs are fully covered. This facilitates both renting and making housing available.
The financial processing of rent loss reimbursements is carried out through grants based on need.
